I believe if the tulpamancer is a minor, grace should be given to them, especially 15-17 year olds

I think most if not all of the problems with minors practicing tulpamancy comes from adults demanding they take it as seriously as they do, and/or in the same way they do.
I'm not saying they can't do it, it's just that my experience has shown me that younger people have less life experience, and thus, less concept of what "forever" feels like. That's not to say all tulpamancy is permanent, but you certainly don't want to start it one day just to drop it the next.
Teenagers can be impulsive, and I find it easy to get caught up in ideas that may be more harm than good, especially starting a system, or a larger one at that with little experience.

I actually have the opposite opinion. The faster they "give up" on their tulpa, the less damage being done (and the more likely their tulpa isn't really developed enough to be their own individual yet)
Yeah, that's fair, but at the same time, you can't expect all of them to give up so easily.

Just like an adult tulpamancer, I believe minors need to be properly educated before starting tulpamancy to make sure they know what they want to get out of it.

Ah, I see what you mean. I definitely don't want to encourage minors to make tulpas, but I feel that way about anyone. However, I find it futile to give resistance to someone who want tulpas, regardless of their age. I would only really go out of my way to talk someone out of tulpamancy if they report having an obvious mental health problem that would complicate things
I don't want to condone tulpamancy to anyone, but if they want to take it up, it's not really my job to gatekeep them. Rather, simply state how I truthfully feel about the topic.
